LEADRS Helps Texas Officer Lead in DWI Arrests

With each passing year, it seems Texas authorities more aggressively target DWI offenders. Now, even technology is contributing to that effort. In the case of one traffic patrol officer in Texas, Bryan Cose, it placed him in the top 10 leading officers in the state for DWI arrests.

The technology is called the Law Enforcement Advanced DUI/DWI Reporting System, or LEADRS, and is funded by a grant through the Texas Department of Transportation. LEADRS simplifies the paperwork required for processing a DWI arrest by integrating existing record management systems.

According to one official, the paperwork for a single DWI arrest used to take him between six to eight hours to complete — a longer amount of time than for a homicide processing. The paperwork was also time sensitive, in most cases having to be filled out while the alleged DWI defendant still had alcohol in his or her system.

The State Streamlines DWI Arrests

Now, LEADRS has cut that processing time in half, permitting officers to make three or four DWI arrests in one evening. The technology was developed in the early 2000s, and is now used by more than 400 law enforcement units in Texas. Agencies in several other states are also using the technology. However, only the out-of-state agencies have to pay for the technology. Texas enforcement offices are able to use it free, thanks to the grant.
